Read evidence and context
Explicit resolution reports before identified causes, performed actions and suggestions. Within each level, matching component labels precede direct query mentions and inherited thread context; successful versus unsuccessful discussion counts, owner confirmations and independent discussion support determine order. This is not a probability of success.

Not sure how you test a new engine upgrade, unless Hartech have this data
Leading evidence: 'Test engine upgrade, unless hartech have this data' (no explicit attributable resolution; this is a reported action or suggestion). Across 1 matching discussions, The most frequently discussed action is 'Test engine upgrade, unless hartech have this data' (1 discussions). For that action, 0 discussions report a resolution and 0 report an unsuccessful attempt. No action has an explicit, attributable resolution report under the current rules. Source reports, not a diagnosis or a success probability. Counts refer to discussions and can overlap.
Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

Has the V5 been updated to show capacity increase? If not, I can't see how tfl/ DVSA would have any idea it's not a standard 3.4 and most likely would qualify after application for CoC then contacting TFL.
If it had been updated then I doubt it would unless you took it for an authorised certificated emissions check.
Won't make any difference the ULEZ is type approved when the car was manufactured. So you could fit a new engine to a non-ULEZ car and it still wouldn't pass, or you can fit an older engine to a passing vehicle and again it wouldn't matter (as long as it can pass the MOT).
All 996's pass the ULEZ NOx standard, but you may need to apply for a certificate of conformity from Porsche GB. This has been covered in depth on here.
Having said that, this one was ulez compliant
Porsche 996 Carrera
SOLD Here’s an incredibly well-sorted Porsche 996 Carrera which is ideal for fast-road and track fun. The 911 had a Hartech engine at 100,000 miles, just 10,000 miles ago, plus a new air-conditioning compressor. Before that, it was fettled by well-known Porsche specialist RPM Technik. They...

Mines a Nov 98 car and comfortably passed. I had to get the certificate of conformity from Porsche GB, which didn't take to long for proof of compliance.
As an aside, while you have to notify the DVLA of capacity changes, it does not affect the emission rating held by them. So, extrapolating that, if your car met the ULEZ regs before, then it still does now - as far as the DVLA is concerned anyway.
My early cable throttle is ULEZ compliant. There was an error on the CoC initially which Porsche corrected.
Please search for this, it has been covered extensively.
Thanks All for your advise. I would hate to be in a situation where I buy the car I am interested in , and for TFL to reject the CoC. I know, from reading threads here, that they have been very difficult with the early 993s.
