Explicit resolution reports before identified causes, performed actions and suggestions. Within each level, matching component labels precede direct query mentions and inherited thread context; successful versus unsuccessful discussion counts, owner confirmations and independent discussion support determine order. This is not a probability of success.

Long story short DVLA run the CAZ systems and back then were disconnected from the TFL system which does London only.
Leading evidence: 'Disconnect from the tfl system' (no explicit attributable resolution; this is a reported action or suggestion). Across 1 matching discussions, The most frequently discussed action is 'Check your-vehicle/' (1 discussions). For that action, 0 discussions report a resolution and 0 report an unsuccessful attempt. No action has an explicit, attributable resolution report under the current rules. These are forum reports and suggestions, not a confirmed diagnosis.

Couple months later I drive through Birmingham [in 986] and through their Clean Air Zone.

It seems then that there is no set process with apparently ad hoc decisions being made.
Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.

So Porsche were great and sent me a certificate of compliance
For my 996.1 3.4 litre engine. It’s in German which I suppose shouldn’t
Be a surprise, but not sure what ULEZ is looking for and does my
Certificate measure NOX in the way ULEZ need to see it anyone already
Done this ?
Copy of my cert attached i
NOx is supposed to be 0.08 to pass.
Yours is 0.049 (I think, photo a bit blurry) but mine was 0.086 and they still passed it so worth a try, good luck.
Upload Certificate of conformity along with covering letter and all 4 pages of the V5 via TfL ULEZ site and you’ll get a quick reply (don’t use the email address as you’ll waste months chasing them and they won’t receive the documents).
I don’t believe this is correct at all.
The NoX limit is 0.08 for ULEZ compliance
Your car looks to me to be 0.049. If that blurry photo is that figure or any figure under 0.08, then your car is compliant.
Now send a photocopy of that certificate with a covering letter and your v5c back to dvla asking for all your emission figures to be added to your v5c. I’ve done a lot of these and in my covering letters I dvla I list each of the 4 emission figures I want added from the certificate of conformity, which is important as the certificate is in German and someone might be difficult about it, so the clearer you can be the better. I’ve attached a photo of one of my v5c and I literally wrote those 4 fields and the 4 corresponding figures from the certificate in my letter, so no rotor for error in what I wanted them to do.
You’ll then get a new v5c in the post. I sent 2 off on the same day recently and one too 3 weeks and the other took 8 weeks to get back.
Once you have the new v5c, send to email:
[email removed]
- a photo of the front of the new v5c
- a photo of the inside of the new 5vc
- a photo of the covering letter that came with your porsche certificate of conformity (technically they ask for that if you read their guidance)
- a photo of the front of the certificate of conformity
- a photo of the inside of the certificate of conformity
So 5 photos
Within 5 days you should get confirmation your car is now registered as complaint
Apologies i was typing from memory and my figures are indeed out by a decimal place, mine was 0.086 on the CoC, I’ll correct the above post.
But it still passed and I didn’t need to get DVLA to correct the V5, I just did as I mentioned above.
There is a page on the TFL site, just fill in the form, upload the docs and they get back to you in a couple of days.
Worth knowing that the DVLA will also update your V5 too.
Not according to a chap on seloc.
The dvla would not ammed his v5 despite sending all the relevant details.
TFL refused his request for compliance, then on the same day sent him a letter confirming his Lotus as Ulez compliant.
I feel I need to clarify as there seems to be contradictory guidance. I’ve done about 6 of these now.
- Originally you could just send the CoC and your V5C to TFL and they’d make your car ULEZ exempt within a few days and you’d get that confirmed via email. I’d also done some cars this way. HOWEVER their policy has CHANGED and they will argue your v5c emission figures don’t match the CoC.
- TFL therefore now require your V5C to show the same emission figures on it and not just a CoC. This is also important as the TFL system is plugged in to the DVLA’s and without the emission figures sat on the DVLA system, people were finding they’d drop off the TFL exemption. By having your figures on the DVLA database you also wouldn’t drop off at any time and find yourself reapplying.
You can try and get one through without the V5C showing the emissions and you might get someone that just processes it, but even if you do, you might find your car drop off the ULEZ list. As such, it’s worth just going through the complete process I’d mentioned above.
In case this helps, here is the template letter I now send to DVLA to get my v5C updated:

I don't know if I'm missing something here, I just put my reg into the box in the below link, and it told me I was compliant.
https://tfl.gov.uk/modes/driving/check-your-vehicle/
Many 996.2 models are already compliant and 996.1 aren’t compliant without the process above being done. But each car is different and some 996’s NoX values are sadly over the 0.08 threshold. I assume yours is a 996.2 or someone has already completed this process on your car.
2001 996.1 with M96 04 engine. I do have a CoC and V5c, which shows NoX at 0.049. I've had the car nearly seven years and it was in Ireland before that, so not done by anyone else.
I too have done a few and advised others.
Here is an extract of an email i received 3 weeks ago re the DVLA updating V5's to include missing information:
After waiting 6 weeks for the DVLA to review my V5 and update it with information from the CoC, they have returned it unchanged. When I initially called them I was told there would be no issue updating the V5 with information from the CoC.
In the letter I received from the Casework Unit, it states:
The CO2 emissions rating for a vehicle is provided at the time of first registration. If the CO2 emission rating is not presented at first registration, it cannot be included at a later date, even if a CoC or a voluntary IVA cert is present.
YOU will note the email refers to CO2 but the body of the email then refers to all the other readings includin NOX.
It seems then that there is no set process with apparently ad hoc decisions being made.
I asked why he wanted his V5 updated when he lived in the ULEZ zone and his response was to ensure he was compliant for other cities should he visit them.
The tale ends with a rejection by TFL and a couple of hours late a letter of compliance.
Wierd eh!
Interesting
I bought a 986 and a 996 in 2021. I checked and both were ULEZ exempt before I bought them. Couple months later I drive through Birmingham [in 986] and through their Clean Air Zone. Then received a fine. Long story short DVLA run the CAZ systems and back then were disconnected from the TFL system which does London only. Before purchasing I was unaware and all online checks access TFL only. I assumed these checks showed my cars as ULEZ everywhere.
So if anyone is asking if their car is ULEZ compliant I always mention the 2 systems are separate.
Now it seems they may be joining up from what you've said about CHANGED and plugged in. I didn't realise cars were dropping off TFL exemption.
