I emailed back again and pointed this out, asking for an updated sheet with the NOx value and after another couple of months this finally came through from Porsche and sure enough it was the exact same sheet but with the NOx value included.

It's possible that the car has previously "block" registered in error and now you've changed the plate it's lost it's status.

It seems that the problem is that I've put a different plate on it now, and this seems to have reset the ULEZ system and now shows the car as non-compliant.

Coverage and how to read this overview
Counts describe captured discussions, not unique people or a diagnosis. Author identities are not reliably stored. Exact duplicate evidence is counted once across matching discussions; one discussion counts at most once per action/state. Multiple repairs reported together remain a combination. Suggestions and failed attempts do not establish a fix. Matches cover whole discussions and can include related faults, model variants and incomplete threads.
14 eligible posts · 0 unverified posts · 1 discussions match the subject in their title or opening post.

Hi all,
Straight in at the deep end with my first post!
I have a 2003 996.2 C2 which I've now owned for 6 months as my first 911 and I'm enjoying it!
However, I have become foul of the dreaded ULEZ despite the previous owner (who lived in Canary Wharf!) having already registered the car as being ULEZ compliant, which I am pretty sure that it is?
It seems that the problem is that I've put a different plate on it now, and this seems to have reset the ULEZ system and now shows the car as non-compliant.
I have asked Porsche for a Certificate of Conformity but it turns out that the car is not EU spec ("Your vehicle did not have a EU country equipment so a Certificate of Conformity cannot be provided.") but did provide a Technical Data Sheet which unfortunately doesn't give the required PM/NOx readings.
I have sent everything to ULEZ and they have, unsurprisingly, decided to fine me regardless as I am not able to prove with documentation that my 996 does indeed meet ULEZ requirements.
Does anyone have any suitable documentation - eg a CoC for a 2003 996.2 C2 - which I can use to take the PCN to Appeal and prove that my car is indeed compliant? Or any other advice on how to battle this at appeal?
Thanks in advance!
Contact previous owner and ask home to send you the CoC?
If he doesn’t have it he may have a copy of the email he sent TfL with it attached.
Not all 996 are compliant, emissions are individual to each car, if you’re lucky you are just under the ULEZ limits.
C46, you wont get an ulez exemption with this car as C46 is Pakistan, there is no CoC and the EU emissions controls do no comply with this car
If you didnt know you bought a grey import, take it up with the former owner
Ah ok, that makes sense! I guess this is why ULEZ don't like me.
I didn't know it was a grey import when I bought it, but the price was good enough that it doesn't matter tbh.
Thanks all for your help.
Surely it’s the same engine though as UK cars? Mad that you can’t get Porsche to say so.
You might have to put it through a NOx test and get it passed that way - works out cheaper if you live in a ULEZ zone!
not the same cars and spec for overseas markets
CoC is only for cars built for the European Market
You would be surprised at how stripped back emission control systems are for cars sold into 3rd world countries like Pakistan
Where would someone get a NOx test performed? I've read that a few companies are setup for motorbikes but not heard of any setup for cars. Also I'm fairly sure TFL wouldn't accept an non manufacturer test.
It's possible that the car has previously "block" registered in error and now you've changed the plate it's lost it's status. I'm fairly sure I've read that ease the introduction TFL block registered based on model year and I "think" the 996 started in gen 2. I don't think TFL will accept anything other than manufacturer issued cert.
Just to follow up and close off this story ... it's now all sorted and DVLA have updated my V5C to show an NOx reading of 0.028 which is ULEZ compatible.
What's happened since the original post:
Following on from Porsche saying that they wouldn't be able to issue me with a CoC, I asked them to provide a technical sheet showing the data for my car. After another couple of months of waiting, they finally came through and emailed me a tech sheet but it didn't have the NOx values on it that I had originally asked for!
I emailed back again and pointed this out, asking for an updated sheet with the NOx value and after another couple of months this finally came through from Porsche and sure enough it was the exact same sheet but with the NOx value included.
I printed all this out, along with the email from Porsche, and sent it off with my V5C into the DVLA black hole of doom back at the end of November.
This weekend I received back an updated V5C which now shows the 0.028 value for NOx but has also updated a couple of other details that I asked for, including the actual model name as this was missing too.
Given that I bought the car a year ago, it's been quite the wait but hopefully that will now be the end of it... apart from the two outstanding appeals that I am awaiting the outcome for, along with one ULEZ fine and a ULEZ daily charge that I will also need to claim back!
