Is there anyone in the Buffalo, NY area that would be willing to stop by the owner's house and visually inspect the car, just to verify that all is as advertised?

-Other option would be to buy some used winter tires here locally, then drive out to Buffalo with them in the back.

First off, many thanks to those who helped with advice about car search etc.
I've found a gorgeous 2002 C2 cab with all the options (beautiful color, hardtop, heated seats), pristine condition (per owner and pics), and price range I want. I'm reviewing the carfax and trying to contact the prior service departments for info- had a clutch replacement (did they do a IMS bearing at the time?) and water pump replacement.
Assuming all checks out, I would move forward with local visual inspection--> PPI--> fly out and drive back to Minnesota.
Questions:
1. Is there anyone in the Buffalo, NY area that would be willing to stop by the owner's house and visually inspect the car, just to verify that all is as advertised? Perhaps the owner could give you a ride, if he agrees.
2. I am looking into PPIs and have found a local shop: Black Forest Motorsport. I spoke with the owner Jason. He seems great and seems to know what he's doing. Has anybody worked with them in the past? Any prior PPIs from them?
3. As I said, I would be driving back to MN. Winter is upon us and the car is mounted with summer tires. I would favor NOT shipping the car (I like the idea of driving it back- excuse to get to know the car).
-One option would be to order from Tirerack a wheel/tire package and get them shipped to the owner's house mounted, then bring them to the indy's shop, where he said he would bolt them on for ~$30. Could I fit the 4 mounted summer wheels/tires in the car/frunk?
-Other option would be to buy some used winter tires here locally, then drive out to Buffalo with them in the back. Then I could throw the summer tires in the trunk and drive back with the winter tires on. Would add ~14 hrs driving, another hotel room night, require that I get my dad/brother/ friend to agree to come with.
-Option 3 would be to leave the summer wheels/tires on the car and drive back, hoping that the roads would be cleared. That option makes me nervous!

Yes the cost will be higher in the short run, but I would need winter tires anyway as I plan to DD it.
Should have left off the 3rd question as I haven't bought yet, just thinking ahead.
